It was constructed by Mir Lutufullah-i-Shiraji in 1657, during the rule of the Mughal Emperor Shahjahan. It is believed that the foundation of this mosque was laid using the soil brought from Mecca. It is the much renowned shrine of the Muslims - Poa Mecca (1/4th Mecca). The most famous Muslim pilgrimage spot in Assam, it noted as the tomb of Pir Giasuddin Auliya, who was the pioneer of Islam in this part of the world.

This pilgrimage Standing atop the Garurachal Hill, it noted as the tomb of Pir Giasuddin Auliya, who was the pioneer of Islam in this part of the world. This mosque was built by Sujauddin Mohammed Shah in 1657 AD, during the reign of the renowned Mughal Emperor, Shahjahan.  It is said that Powa Mecca was constructed from the soil that was brought from the city of Mecca itself (Mecca is the holiest city for the Muslims and is located in the Saudi Arabia).

An Iraqi Prince turned Preacher, Ghiyasuddin Auliya, is said to have built the mosque here in the 12th century A. D. Muslims believe that the preacher has brought soil from Mecca and enshrined the same at a spot where the mosque was built at a later period. However, a Persian epigraph at the site indicates that the original mosque of Poa Mecca was built circa 1657 by Sujauddin Mohammed Shah, during the reign of Emperor Shah Jahan. A pilgrimage to the mosque is believed to be equivalent to a quarter of the piousness attained by a Haj pilgrimage to Mecca.
